Under Section 19 of the Flood and Water Management Act 2010, your Lead Local Flood Authority (shown above, usually your county or unitary council) must investigate flooding in its area to the extent it considers necessary or appropriate once it becomes aware of it, which is why formally reporting a flood matters.
