What Has Just Been Announced

On 2 June 2026, the World Meteorological Organization — the United Nations' authoritative body on global weather — issued a major public warning. El Niño conditions are developing in the tropical Pacific Ocean, and the WMO now gives an 80% probability of El Niño being established between June and August 2026, rising to above 90% probability that it will continue through at least November.

WMO Secretary-General Celeste Saulo confirmed: "The World Meteorological Organization's latest El Niño–La Niña update confirms that El Niño conditions are developing in the tropical Pacific and are expected to influence weather and climate patterns around the world in the months ahead." In a separate statement, UN Secretary-General António Guterres warned that El Niño conditions would add fuel to the fire of a warming world.

The WMO's Chief of Climate Prediction, Wilfran Moufouma-Okia, stated that after a period of neutral conditions at the start of the year, climate models are now strongly aligned, with high confidence in the onset of El Niño followed by further intensification in the months ahead.

Subsurface Pacific water temperatures are already more than 6°C above average in some areas. The European Centre for Medium-Range Weather Forecasts has put the probability of a super El Niño forming by November 2026 at 100%. The Met Office has stated there is growing confidence that this event could sit at the upper end of the historical range — potentially the strongest El Niño event so far this century.

What Is El Niño?

El Niño is a natural climate phenomenon that occurs when sea surface temperatures in the central and eastern equatorial Pacific Ocean rise significantly above their long-term average. It typically develops every two to seven years, lasts nine to twelve months, and when it does occur, it reshapes weather patterns across the entire globe.

El Niño is not climate change — it is a natural cycle that has operated for thousands of years. But climate change amplifies its effects. A warmer ocean and atmosphere provide more energy and moisture, which means that when El Niño drives extreme weather, those extremes are more intense than they would have been in an earlier era.

The previous El Niño of 2023 to 2024 was the fifth most powerful on record. It caused $103 billion in global damage. The one before that, in 2015 to 2016, caused severe flooding across the UK in December 2015 — an event in which three people died.

What Does It Mean for the UK?

The Met Office is careful to note that El Niño's effects on the UK are indirect — it happens thousands of kilometres away, and the links to specific UK weather outcomes are not guaranteed. But indirect does not mean insignificant, and history provides clear lessons.

Winter flooding risk increases

Met Office climate scientists have confirmed that El Niño years are one factor that can increase the risk of colder, wetter winters in the UK. The 2015 El Niño directly coincided with severe December flooding across northern England. Storm Babet — which caused significant flooding across the UK in October 2023 — coincided with the 2023 El Niño event.

Chatham House warned in May 2026 that a super El Niño could expose gaps in UK preparedness — noting that while El Niño's UK impacts are often indirect and lagged, when its effects interact with higher baseline temperatures and variability, the consequences for the country can be significant.

Drier summers followed by flash flooding

The summer of 2025 was the warmest on record in the UK. England experienced its driest spring in 132 years. Parched soil presents a specific and often overlooked flood risk: when heavy rain arrives on dry ground, water cannot soak away. It runs off — rapidly, in large volumes — and overwhelms drainage systems that were designed to handle gradual rainfall on saturated-but-permeable ground.

The Environment Agency has explicitly warned of this mechanism: dry conditions raise the risk of flash flooding when rain does arrive, as parched soils struggle to absorb heavy downpours. El Niño's pattern of hot, dry summers followed by intense autumn and winter rainfall is precisely the sequence that produces this danger.

Warmer global temperatures

El Niño events consistently push global average temperatures to record levels. 2024 was the warmest year on record, in part due to El Niño. Global average temperatures have already reached 1.4°C above pre-industrial levels. The Committee on Climate Change's May 2026 report advises the UK government to prepare for 2°C global warming by 2050, with a realistic probability of 4°C by 2100.

A warmer atmosphere holds more moisture. More moisture means more intense rainfall events. More intense rainfall events mean more flooding. This is not a distant projection — it is a description of the trend that has already been observed and measured across the UK over the last decade.

What This Means for Homeowners in Buckinghamshire, Oxfordshire, Northamptonshire and Bedfordshire

The South East sits at the intersection of two risk types that El Niño conditions can amplify.

First, river flooding driven by sustained Atlantic rainfall in autumn and winter. The Thames, Cherwell, Great Ouse, Nene and their tributaries all respond to prolonged wet periods — exactly the conditions associated with strong El Niño winters.

Second, surface water flash flooding driven by intense convective rainfall. Insurance data consistently shows summer and autumn surface water claims peaking in the South East — and El Niño's pattern of extreme rainfall intensity makes this worse.

More than 200,000 properties in the South East are at risk of flooding. In Buckinghamshire alone, over 21,000 properties face river or surface water flood risk today, with 70,000 at risk from groundwater. Oxfordshire's county council has publicly stated the county is on the frontline of UK flooding, moving from sporadic events to multiple sequential clusters.

El Niño does not create flood risk that does not already exist. But it creates conditions in which existing risk is more likely to materialise — and when it does, to be more severe.

What You Should Do Now

The WMO's message is explicit: the time for informed decision-making and preparedness is now — not when floodwater is rising.

For homeowners in flood-risk areas, that means:

  • Check your flood risk. The Environment Agency's Check Your Long Term Flood Risk tool at gov.uk will tell you whether your property is in a flood risk area and what type of flooding it faces. Sign up for flood warnings for your area — they are free and can give you hours of advance notice.
  • Review your insurance. Check whether your home insurance includes flood cover, what your excess is, and whether your policy includes access to specialist flood reinstatement contractors. If you are in a high-risk area, check whether your property is covered under Flood Re.
  • Ask about Build Back Better. If your home has flooded before, or if it floods this winter, Flood Re's Build Back Better scheme allows you to claim up to £10,000 towards flood resilience improvements as part of your reinstatement. Most homeowners have never heard of it. Ask your insurer about it explicitly.
  • Prepare a flood plan. Know where your stopcock is. Know how to isolate your electrics safely. Have a bag ready with documents, medications, and essentials. Know where you would go if you had to leave at short notice.
  • Consider independent representation. If your home floods and your insurer sends a loss adjuster and their preferred contractor, remember: those parties are not working for you. Having independent advocacy from the first day of a flood event can be the difference between moving back in six months or eighteen.

The Bigger Picture

El Niño is dominating the headlines this week. But the underlying trend it is amplifying has been building for decades. The UK is 10% wetter than it was 30 years ago. The wettest 18-month period since records began was 2022 to 2024. The Committee on Climate Change identifies flooding as one of the three biggest climate risks facing the UK, alongside heat and drought.

These are not distant projections. They are the conditions in which homeowners in Buckinghamshire, Oxfordshire, Northamptonshire and Bedfordshire are already living. El Niño may make the coming winter harder. But the trajectory was already set.

The question is not whether flooding will affect more homes in the South East over the next decade. The question is whether those homeowners will be prepared — and whether they will have someone in their corner if the worst happens.
